Personally, I started with Photoshop Elements 14 years ago, and after 5 years or so, I started using Photoshop CC which I love.

It depends on your budget and what you're willing to invest in learning a program. Photoshop Creative Cloud (PSCC) is considered the gold standard. Of course, it has the highest learning curve and is also the most expensive (subscription service - typically you get a bundle of products). Photoshop Elements (PSE) is a great option for most scrappers (cheaper and not as complex). There are some limitations, but generally it works for most. I stared with Paintshop Pro back in the 2005? and switched to Photoshop shortly thereafter and never looked back. For context, it took me about a week to feel comfortable with Photoshop.
