Welcome to PBP and to the wonderful world of digital scrapbooking!

Personally, I started with Photoshop Elements 14 years ago, and after 5 years or so, I started using Photoshop CC which I love.

I use Artisan software from Forever for the last 7 years. So user friendly and easy to use. Plus there's a free trial if you want to check it out.
I think Photoshop Element is the best one to start with. Photoshop gives you the most flexibility if you are happy to spend a little more.

I've used elements since version 2.0. Love it. Only upgrade every couple of years tho.

It depends on your budget and what you're willing to invest in learning a program. Photoshop Creative Cloud (PSCC) is considered the gold standard. Of course, it has the highest learning curve and is also the most expensive (subscription service - typically you get a bundle of products). Photoshop Elements (PSE) is a great option for most scrappers (cheaper and not as complex). There are some limitations, but generally it works for most. I stared with Paintshop Pro back in the 2005? and switched to Photoshop shortly thereafter and never looked back. For context, it took me about a week to feel comfortable with Photoshop. Yes PSCC is the best. I too started in PSP9 and it took a bit to get used to PS back in the day. But totally worth the switch, and the subscription option isn't bad especially when you get the upgrades every year!
